 CHANGE AND UNCERTAINTIES AHEAD

FOR PRIMARY CARE PREMISES DEVELOPERS

It emerged from a recent meeting between Department of Health (DoH) officials and Primary Care Premises Forum (PCPF) committee representatives that some uncertainty may need to be addressed for third party developers of primary care premises. Within two or three years fundamental changes are being considered in the environment that currently underpins the funding of investments. In the meantime, there is the prospect of a further reduction in the already low level of new project approvals.

This was the first of what PCPF are told will be a series of meetings with the DoH to gain further clarity upon the proposals and seek to influence as far as we are able.

PCPF members will shortly receive by email a full report on the initial meeting.

Advance Notice: Again to be sent to members of the PCPF in the coming months will be a 2011 rent review analysis of the sector- providing a valuable insight into how how the market in Primary Care Premises is performing.

Health and Social Care Bill 2011 – What happens on health property?

The 2011 Bill when enacted will constitute a major step change to the approach of "free at the point of delivery" health care since the NHS came into being in 1948. Over recent years, private investment has contributed substantially to the provision of primary care premises and the Forum is extremely concerned that some of the proposals within the Health and Social Care Bill, together with its apparent lack of attention to property matters, will adversely affect both the quality and cost of private investment in the sector. It may even deter future investment by the private sector.

A PCPF working group has produced a response document on the premises aspects of the Bill, see PCPF Response Document. Members are in contact with the Department and updates will be provided here as the dialogue continues. We will press to be a major contributor to the policy making process.

Our endeavours are also being followed in other areas and through other organisations.  The BMA are looking carefully at this, see

The Primary Care Premises Forum is an association of a number of organisations and individuals from the private sector with extensive specialist knowledge of the provision of primary care premises throughout the .  Its members include investors, developers, bankers, surveyors, lawyers and other professionals with a range of public sector guest members.  It has been established to promote best practice within its area of expertise. 

Our history

During early 2003 some interested parties came together with a common goal of seeking to remove unnecessary barriers in the development of primary care premises. The feeling was that there remained both unsatisfied demand from within the health service and medical profession and frustration amongst potential suppliers.

From those very early days, the Forum has become one of the most important and relevant interfaces between the public and private sectors: our stated goals:

·    Prime aim to speed up and hence reduce the cost of developing high quality primary health premises.

·      Encourage the growth of an expert market to meet NHS targets and GP requirements

·      Enhance the standing of private sector development within the NHS/public sector.

·      Be a sounding board for the private sector with problems/queries before they become serious blockages to progress by suggesting solutions and by facilitating communication

·      Be non exclusive and informative to new entrants to the market

·      Offer an informal route for discussions with the Dept of Health and the Valuation Office

One of our key pieces of work has been to produce a draft heads of terms of a lease suitable for the vast majority of surgery premises (in England and Wales at the moment) and you will see this work opposite. In 2011, and as the health environment moves into a new phase, the Forum's role will have  increased significance and importance.
